The “Freedom of Choice Act” (FOCA) is a bill that poses the most serious threat to pro-life policies ever faced, and would bring about a national abortion policy far worse even than Roe v. Wade. This proposed national law before congress would remove all state and federal restrictions on abortion. It is expected that this will come to the floor soon after the presidential inauguration. The “Freedom of Choice Act” is quite the misnomer since it does just the opposite of what its name suggests.
At their November 2008 meeting, the United States Bishops' Conference voted to mobilize the resources of the conference, dioceses, and the entire Catholic community to oppose FOCA and all other attempts to eliminate existing pro-life laws and policies. This included a massive educational outreach to Catholics and the public at large, and a postcard signing event in dioceses nationwide the weekend of Jan. 24-25, 2009, urging members of Congress to reject the abortion extremism of FOCA.
